I cracked up when I saw one of those "Water Emergency, odd/even watering only" signs in a town center. Way to prove they're put out no matter what, because Goddam, there is no way there is a drought now
I've heard that even when there's tons of water in the aquifers, some towns pumping infrastructure has not kept up with demand, and would not be able to maintain pressure in the pipes (including the ones that feed the fire hydrants) if everyone decided to water their lawns/etc at the same time. At least, that's the reason I was told why some towns have odd/even watering bans even during years when there's plenty of rain.
Actually, given how hard some of the recent rains have been on the East Coast, perhaps that water didn't have a chance to soak down into the ground and instead just ran off the surface...
And of course, there is August left to go.
(And apparently I get to go to NYC and Phoenix next week for work. In the middle of a pretty hot summer. Eek!)
I think there's an ordinance in Acton about those signs, meaning that they go out by rule, not by anyone paying attention to the situation. Apparently Acton's aquifers have a TWO-YEAR supply at the moment, which is... unusually high, to say the least.
